This guide is about the online path, not the full application walkthrough. For the steps in order, read how to get a guard card in California. For the state fee list, read what a California guard card really costs. The training schedule after you are registered is in BSIS training requirements, explained.

Before you apply you take the Power to Arrest and Appropriate Use of Force course. Business and Professions Code section 7583.7 says the course is approximately eight hours and covers both subjects. The same section draws a line through what can be remote:
- The majority of the course shall be taught by verbal instruction. That instruction may include a video presentation.
- The appropriate use of force topics in section 7583.7(a)(10) shall be conducted through traditional classroom instruction. The statute defines that as instruction where the instructor is physically present with students for a minimum of 50 percent of that portion, and is available the whole time, including during any distance learning, to answer questions and to give demonstrations and hands-on instruction.
BSIS's training syllabus marks these use-of-force blocks as in person: the use of objectively reasonable force, use of force review and analysis, de-escalation and interpersonal communication training, and use of force scenario training. You pass the exam in the bureau's manual with a score of 100 percent.
A page that says the entire guard card can be finished from a laptop is not describing the statute.

BSIS's Senate Bill 652 notice, effective January 1, 2026, says the Power to Arrest and Appropriate Use of Force training required for applicants and licensees must be instructed in its entirety and certified by one instructor. Applicants must complete that training within six months before the application is submitted. A licensee may administer, test, and certify the training only for its own direct employees or applicants for employment.
BSIS also says it does not accept multiple training certificates for this course, and it does not accept multiple instructors signing one certificate. See Business and Professions Code section 7583.10, which the bureau cites in its training update. If you take three hours with one school and five hours with another, you do not have a certificate BSIS will accept.

The 32 hours of skills training are not the application course. BSIS's training page says a newly licensed or employed guard completes two of the mandatory courses within 30 days from the day the registration card is issued or employment begins, and the remaining two mandatory courses (four hours each) within the first six months. That is the 16 hours plus 16 hours schedule. The training requirements guide lists the modules.
Do not mix that block up with the single-instructor rule above. The SB 652 notice applies the one-instructor rule to Power to Arrest and Appropriate Use of Force, which you finish before you apply.

Section 7583.7 says the course may be administered by a licensee, or by an organization or school the department approves. Before you pay a school, ask for the name and license number that will appear on the single certificate, then look that name up on the Department of Consumer Affairs License Search at search.dca.ca.gov. A seller that will not give you a name you can search is not a provider you can verify.
After BSIS issues the registration, the application instructions say you may work with a printout of the approved registration from that same License Search, plus a valid picture ID, while the card is in the mail.

BSIS does not set the school's course price. These are the fees the bureau's own pages list:
- Application fee: $60, paid to the Bureau of Security and Investigative Services. The application instructions say an application without the full $60 is not processed and is returned, and that the fee is not refundable. Apply online through BreEZe or by mail.
- Live Scan fingerprints: $32 to the Department of Justice and $17 to the FBI, $49 total, plus a Live Scan site fee set by the operator. BSIS says that site fee varies and is not a bureau fee. The livescan page says the total is $49 plus the site fee.
- Order of operations: FBI guidelines, as BSIS restates them, require the criminal history check after you submit the application. If you paid online in BreEZe, you can complete Live Scan once the application fee is paid. Use the Security Guard Live Scan form. Keep the copy that shows the ATI number and the operator's signature.
The cost guide itemizes renewal fees as well. Course prices on that page are what schools charge, not a BSIS schedule.

BSIS does not publish a count of scams. These are the claims that contradict the bureau's own instructions:
- A guard card with no 8-hour course, no exam, or no fingerprints.
- Two certificates, or two instructors, for one Power to Arrest and Appropriate Use of Force course.
- Anyone who asks you to pay the $60 application fee to them instead of to BSIS.
- A promise that you can work as soon as you pay, before BSIS has issued the registration.
- "Guaranteed approval." The bureau's processing page says it processes applications in the order received, and a deficient application takes longer. The initial online security guard target on that page is 60 days. That is a processing target, not a promise.

The written exam draws on Powers to Arrest and Appropriate Use of Force. The free California practice test is ten questions at a time from that course, with the code section or training manual cited on each answer. It is not the BSIS exam and it does not issue a certificate.
